Parent Education and Family Stabilization Course Providers

Become a Provider

Thank you for your interest in how to become a provider of the Parent Education and Family Stabilization Course in the State of Florida. The Department is responsible for approving providers, instructors, and course curriculum as required under Chapter 61.21, Florida Statutes .

Florida Administrative Code Rule 65C-32 outlines the items required in your application packet. Please review carefully for required components, education requirements, and responsibilities of both the Department and the provider.

Please use the Provider Application Readiness Checklist to prepare your application packet. Once complete, email your digital packet to the address below. Allow 30 working days for review. If approved, you will receive an approval letter from the Office of Child Welfare. If not approved, you will be notified by email.

Current Providers Compliance Approval Process

Current approved parenting courses must provide proof of compliance with Florida Administrative Code Rule 65C-32.003 through Florida Administrative Code Rule 65C-32.005 .

  • Providers must submit updated course materials when changes occur
  • The Department will notify receipt within 5 business days
  • Review occurs within 30 business days
  • Applicants are notified of approval or required corrections
  • Applicants have 90 calendar days to respond to requests
  • Failure to respond results in return of application
  • All applications meeting requirements under Section 61.21(2), F.S. and Rule 65C-32 will be approved

Complaints Courses

All complaints shall be submitted in writing and must include:

  • Date of alleged violation of Section 61.21, F.S.
  • Name of parenting course
  • Name of provider or instructor
  • Basis and content of complaint

Complaint handling process includes:

  • Department review of alleged violations
  • Notification within 5 business days
  • Provider response within 15 business days
  • Determination within 45 calendar days
  • Letter of non-compliance issued if substantiated
  • 60 calendar days to correct deficiencies
  • Right to request administrative hearing before final action

Revocation of Course Approval

The following shall result in revocation of approval:

  • Fraudulent application submission
  • Unauthorized changes to course materials
  • Provision of mental health therapy
  • Provision of legal advice
  • Solicitation of participants as private clients
  • Improper use of Department logo
  • Failure to comply with Rule 65C-32

Updates to Approved Courses

  • Updated materials must be submitted within 7 days of changes
  • Approvals are valid for 3 years and must be renewed
